I think STS is where the car would land in Street Touring because of the "NOC" (no otherwise classified). STF has a specific list of allowed cars - mostly later-model compacts - with no catch-all like some of the other ST classes.

The stock wheels, along with any alternate wheels up to 7.5 inches wide, are legal in STS. The only thing about the cold air intake that might push the car to Street Prepared is if the structure of the chassis was cut or hogged out to route the tubing.

It doesn't sound like the car is far from being STS legal, though.
